Provision of the Tour Industry Interdepartmental Coordination Council (basic points)
I. General provisions
1.1. The tour industry interdepartmental coordination Council (Council hereinafter) is the functioning collective body, established to improve the interaction between the administrative executive government bodies and the tour business representatives, law enforcement and supervising bodies; elaboration of the unified strategy, aimed at the Don land tourism promotion and attraction of national and foreign tourists; as well as elaboration of the implementation recommendations in the following areas:
- state policies in the tour industry sphere, competition development by involvement and effective implementing of the financial resources for corresponding target programs, projects and activities realization;
- regional programs and agreements in the tour industry support and development sphere.
II. Basic goals and tasks of the Council activities
2.1. Basic goals:
2.1.1. Formation and promotion of the touristic routes in Rostov region.
2.1.2. Tour industry investment gain in the economic development of Rostov region.
2.1.3. Support of the tour business representatives of Rostov region at the international government and non-government organizations.
2.1.4. Preservation, rational utilization and development of the tour resources, natural and cultural heritage.
2.2. Basic tasks:
2.2.1. Consideration of the issues, concerning the formation of the competitive touristic and recreation industry within the territory of Rostov region.
2.2.2. Support for the interaction between the social business associations, tour industry representatives and executive and local authorities.
2.2.5. Improvement in the touristic resource application efficiency, such as assistance for: mobilization of investments and accommodation objects development, transport infrastructure, information network and other elements of the tour industry infrastructure.
2.2.6. Assistance for the scientific, sociologic, statistic researches implementation in the tour industry sphere, recommendations for the tour industry development in Rostov region.
2.2.7. Improvement of the tour industry informational system, carrying out marketing and promotional activities.
2.2.8. Support of the national tour industry representatives in the tourism sphere development within the territory of Rostov region with compliance with the applicable legislation.
2.2.9. Improvement of the tour services quality in Rostov region.
2.2.10. Educational programs development in the tour industry sphere, adaptation of the human resource policies to the international standards.
2.2.12. Organization and implementation of the seminars, symposia, forums, exhibitions and expositions for the experience exchange and support for the achievements of the Rostov region representatives.
2.2.13. Tour industry development tendencies and conditions analyses, support and assistance for the local tour industry representatives.
2.2.14. Development of the interregional and international relations in the areas of the local tour industry products promotion.
2.2.15. Carrying out rating contests, trainings and other federal and regional activities.
2.2.17. Solving issues between the state authorities, authorized representatives of the state control (supervision) and tour industry representatives.
2.2.18. Solving other issues on the tour industry development.
III. Council Functions
3.1. The Council Team includes representatives of the regional executive authorities, municipal associations, tour industry entities, higher educational institutions, museum and social organizations.
3.2. The Council management is carried out by its chairman, or by his or her deputy – the Council member, authorized by the chairman.
3.3. The Council organizational support (material preparation for the sessions, beforehand notification of the Council members, stenography and typography of the Council decisions) is carried out by the Council senior secretary.
